Both governments scrambled to find qualified military officers to train the thousands of new enlistees. In addition, efforts to provide their respective armies with rifles, uniforms, and other supplies sometimes got sidetracked by shortages of materials and political corruption.

Sound policy, not less than humanity, demands the instant liberation of every slave in the rebel States. Sound: Sensible or correct. Liberation: Granting of freedom. What happened next . .
